We have a Public Sector client based in Hindlip, Worcestershire who are looking for an Interim Head of Digital Services (DS) on a fixed term 6 month contract. This role is INSIDE IR35 with a maximum day rate of £600 on offer.


Description, Roles & Responsibilities:


Reporting to the Digital Services Business Relationship Manager, Solutions Delivery Manager and Customer Service Manager the successful candidate will need:


  • To manage 77 members of staff across the Alliance
  • To have previous experience being a leading manager
  • Ability to operate calmly and professionally under pressure
  • Ability to be persuasive, yet sensitive and tactful
  • To resolve conflict wisely and authoritatively
  • Ability to provide senior leadership on change management
  • Ability to inspire, enthuse, to keep people focused despite setback/difficulty.


Problem solving within this role is governed by the requirements of the Alliance and will have freedom to lead on the design, monitoring and review of all DS polices, processes and procedures as well as setting the overarching strategy for Digital Services. The role will be reporting directly into and will be a part of the Executive Board and will use innovative and creative solutions to remain ahead of the technological curve, and to ensure that potential solutions found in the marketplace are adapted effectively for the Force.


The role holder is the professional lead and accountable for their own decisions. However, they will need authorisation to introduce policy change and around organisational strategy and direction. We have considered the role as having a contributory impact on the alliance.


Experience Required:


The role holder will be expected to have a deep expertise in ICT/DS Industry Best Practice, standards, frameworks and guidelines as well as experience of leading all ICT/DS arrangement in a large, complex, multifaceted organisation. This role will be working at a strategic level and will be expected to have experience of translating organisational goals into reality. The role will be impacting across the organisation and will be expected to liaise with all directorates, functional managers and stakeholders to understand the needs of the allocated portfolio to ensure that they address all objectives, purposes and achievements. The level of communication skills required for this role will be exceptionally high to influence the Board and to lead their function effectively.


Other key requirements for this role are:


  • Educated to degree level or equivalent, or have substantial relevant knowledge gained through direct experience in leadership in a directly relevant environment
  • Demonstrable and proven experience of moving from a predominately internally provided service portfolio to an externally provided one i.e. managed services and/or outsourcing
  • Demonstrable and practical experience of delivery of large scale Head of Digital Services transformational change in ICT/DS or similar
  • Proven successful experience – in terms of running ICT/DS as a business or against commercial principles
  • Experience of leading all ICT/DS arrangements in a large complex multifaceted organisation.
  • Experience in creating and maintaining a culture of high performing staff, with the right skills and abilities, through leadership, training and continual assessment
  • Experience of working in a target/performance driven environment
  • Experience of successful enabling of organisational change through development and delivery of ICT/DS strategy.
  • Experience of successful commercial engagement with suppliers and consultants.
  • Experience of managing an organisations ICT/DS revenue and capital budgets and of ICT/DS whole life costing.
  • Experience of development and delivery of successful ICT/DS services organisation change to improve user service experience.
  • A track record of developing strong working relationships with a wide number of stakeholders - internal and external, e.g. reporting bodies, senior executives, professional advisers, Trade Unions, users, etc.
  • Successful management of large scale ICT/DS programmes and projects including responsibility for related budgets in both public and private sectors
  • Experience of target setting and evaluation for performance improvement
  • Ability to think and contribute strategically at an executive level whilst maintaining a strong focus on ICT/DS operational activity and engagement.
  • High level of Customer/User engagement and service delivery skills
  • Excellent and effective interpersonal skills.
  • High level of communication and influencing skills.
  • Sound facilitating style and proven ability to understand key levers in different business models, managing staff and key stakeholders and the flexibility to adjust the approach and style.
